Why did Homer and the "Rocket Boys" get arrested?

Homer and the boys are arrested because the police find a rocket that caused a forest fire. The rocket wasn't one of Homer's, though he said it was beautifully made. Neither the officers or Mr. Homer believe him, which results in the boys' arrest.
