What are the solutions to reduce the environmental crisis in China?

I already have: Filters on chimneys, stimulating public transport and no more dumping trash/oils in the sea/rivers

Interestingly China was able to clean up its environment during the Bejing Olympics of 2008 but were unable to sustain it. I think everything you mentioned as well as major clean up of industrial waste would help. Also abandoning coal as energy source is important.
