hi, what is the offence name and defination of the law for the people who drank achole in a restricted area i.e. a public park and the penalty charge , please.

I was a retired police officer from Hong Kong , and my cousin who found having drinking alcholic inside a public park by the Police who told us that he would be punished by a penalty which will be sent to his home later.
