To what extent does the Canadian Charter of Rights and Freedoms meet the needs of francophones in Canada?

The Canadian Charter of Rights and Freedoms guarantees minority language educational rights to French-speaking communities outside of Quebec, and, to a lesser extent, English-speaking minorities in Quebec.
