What the public would have considered Truman's worst qualities were likely his best qualities. The public was often at odds with his policies, and his approval ratings were often low, and yet, his actions saved the government (the people) inordinate amounts of money, he took responsibility for his actions, and he made his decisions based upon what was good for the country rather than what was good for his own popularity.
