• the government may generally restrict the time, place, or manner of speech
• the government may restrict the use of loudspeakers in residential areas; limit demonstrations that block traffic; ban the picketing of people’s homes
• incitement, defamation, fraud, obscenity, child pornography, fighting words, and threats are not protected
• libel, lying under oath, fraud
