Why did Jack call an assembly at the start of Chapter 8?

Jack calls an assembly because he doesn't agree with Ralph's summation that the signal fire is the first priority and believes ridding the island of the beast to be the priority. His intention in calling the assembly is to usurp Ralph's position as leader on the basis that he is Piggy's friend, he doesn't assist in the hunt, and because he showed fear on the mountain.
