A low ranking officer in the Kulu empire, Hiltch is the officer in charge of the small Kulu embassy on Lalonde. After the fall of Lalonde and his successful capture of one of the possessed, Hiltch is promoted to Commander and is acting as a consultant on possessed abilities for Princess Kirsten and the security forces on Ombrey.
