Counselor Julius is the counselor in the foster-care system that Sticky inhabits. He is a source of strength and compassion, always trying to make Sticky realize he is a good person at heart. It is Counselor Julius who introduces Sticky to basketball after the young man consistently beats him at foosball at the foster-care residence.
