Colonel Ruiz is an artillery officer. Sharpe meets Ruiz while sailing on the Espiritu Santo. Ruiz is on his way to Chile to fight the rebels, foolishly believing that the rebels will be easily defeated once his troops and artillery arrive. During the meeting with Napoleon, the majority of Napoleon's comments are directed at Colonel Ruiz because he is the ranking officer among the Spanish visitors. After he leaves, Napoleon tells Sharpe that Ruiz is a fool.
