In context, the Emperor, though stricken by the flying machine's beauty, responds negatively, as he can only think of its negative ramifications. He orders the inventor executed because his machine might pose a threat.... it might be used for things other than flying. In the end, we come to realize that the Emperor is afraid of the machine because he cannot control it..... it makes him feel vulnerable.
