In the book Percy Jackson and the Olympians Lightning Thief in Chapter 21, how has Percy's status changed as far as being a criminal?

In Chapter 21, the police no longer believe that Percy is behind the crimes, but rather, that he has been kidnapped and forced to commit the crimes. The reporters feel so bad about Percy's situation that they pay for the group to fly home.
