Cummings uses adjectives to paint a picture of the not so attractive tavern traits. This imagery is full of words that sound somehow disgusting: gobs, spittle, piddle, skulch. These and the various bits of conversation related in this paragraph help to heighten the sense that it is indeed "snug and evil" inside the bar.
