How does Jen altering of the timeline affect Joseph Jones in the novel, Wrong Place Wrong Time?

In the original timeline, Joseph winds up in jail and targets Kelly when he gets out. When Jen alters the timeline, Joseph is never put in jail at all. He remains free to continue his criminal activity which is how Connor winds up in trouble.
