What chores does Palmer offer to do for himself? Why does he offer to take care of his own room?

Palmer tells his mother he would like to change his own bedsheets, empty his own wastebasket, and clean his room. He does this so his mother will not have a reason to go into his room any longer. This is Palmer's attempt at keeping Nipper a secret from his family.
