Palmer describes the wish he should make after Nipper has been seen in the sky by the gang. What is that wish? Why can't he make that wish?

Palmer wishes Nipper would find a different town and a different boy to live with where he would be safe. Palmer cannot make the wish because he loves Nipper, thinks of him as his pet, and does not really want him to go.
