What does Lucifer the cat represent in the novel, Word of Mouse?

The authors use Lucifer to represent people who bully others because their position in some sort of hierarchy allows them to do so. The manner in which Isaiah neutralizes Lucifer’s threat shows that if one stands up to this threat, or in this case the group that is harassed by the threat uses non-violent teamwork to stand up to it, they can eliminate it.
