How is Connie's brother, Luis, described in the novel, Woman on the Edge of Time?

Luis, Connie's hard working but self-centered and unsympathetic brother, is described as selfishly interested in his own life and in power over other people. Both of these characteristics are key factors in why he repeatedly acts in ways to keep Connie from being a distraction (signing her into hospitals, authorizing surgery on her, etc).
