Who is Queen Milena from Wizard's First Rule and what is their importance?

Mean Queen Milena is a plump woman with elaborate, curly hair. Because only royalty is allowed to have long hair, she is very proud of it. Milena lives in her castle in Tamarang with her young daughter, the sadistic Princess Violet. Milena is a ruthless, cruel ruler who taxes her subjects until their families are starving to increase her own wealth.
