What is the job of the boundary wardens in the novel, Wizard’s First Rule?

Boundary wardens patrol the forest near the boundary. Their job is not to keep people out of the boundary. It is to keep the underworld contained within the boundary. They do try to limit the number of people who cross into the boundary, simply to minimize the food supply for the creatures of the underworld.
