Why does the Chief of the Tappacola support the building of a casino in the story, Witness to a Trial?

The Chief of the Tappacola Indians supports the building of the casino because he believes it will bring prosperity to the reservation and, perhaps naively, believes that new jobs and money the casino will reunite his people.
