What is Delgado's ulterior motive in killing Son and framing Junior for the crime in the story, Witness to a Trial?

Delgado kills Son and frames Junior for the murder because they had encouraged the majority of the Tappacola to vote against a casino on the reservation. He believes that with Son and Junior out of the way, the casino can be built.
