What did the bar owner add to Junior's drink in order to make him appear too drunk to drive in the story, Witness to a Trial?

The owner of the bar arranged for chloral hydrate, a sedative, to be put in one of the beers that Junior drank the night of the murder. The phenobarbital made it appear that Junior was too drunk to drive.
