Henry Tucker was an integral part of Eddie and Tony's drug business.... he is, in fact, the boss. Tucker smuggled drugs in from Vietnam in the bodies of the American Dead. Morticians on his payroll would then remove the drugs from the prisoners' bodies while they were processed at Fort Bragg. Tucker planned to take over the East Coast drug trade by eliminating the competition.
