How does Paul Irvin recognize Kelly in the novel, Without Remorse?

Irvin recognizes Kelly from his tattoo and tells him that he was on the back-up for operation Plastic Flower. He explains why the chopper was late and says he would have done the same thing Kelly did. He asks Kelly about the mission and Kelly gives him some information about what and why it is important.
