Why does Jember write Andromeda a letter in the novel, Within These Wicked Walls?

Jember writes a letter to Saba that is a symbol of his inability to communicate directly. The message in that letter is a symbol that he loves Andromeda, though he is never able to communicate that until near the end of his life.
