What is the importance of the town of Possibility in the novel, Winter Turning?

Possibility is the town inhabited by dragons from different tribes. It is located along a river and Winter's group goes here in an effort to it. hide from Scarlet as they seek medical help for Kinkajou. The town is located between the kingdoms of the SkyWings an SandWings. It is unique because of the mix of dragons from all tribes that live harmoniously. This is not an outlaw town, nor is it highly organized. There are nice houses alongside shacks. Moon approves of the name, saying there is the possibility for long-term peace but the dragons here will have to work for that future.
