Who is Loco in the novel, Winter Counts?

Loco is a heroin dealer operating on the reservation. For much of the novel, Virgil does not encounter Loco but only hears about him from other characters, which adds to his sinister and mysterious presence. After Loco discovers that Nathan is an informant for the police, he attempts to torture and kill him, but Virgil kills Loco first.
