Who is Masema from Winter's Heart and what is their importance?

Masema is the Prophet of the Dragon Reborn (Rand). Perrin believes that Masema is crazy. When Masema has the opportunity to kill Perrin, he doesn't. The story leaves us uncertain as to why he spares Perrin's life.
