Terrorism is the main theme of the book. With the current system of justice, terrorism definitely has the upper hand. Even if a plot is uncovered, there is little that the government agencies are allowed to do by law. Certainly, items that relate to a terrorist attack could be impounded, and in some cases, charges could be laid if it can be proven that a plot involving terrorism is in play, but in all likelihood, the perpetrators would be back out on the streets in a very short time, wiser and prepared to begin again with a more cohesive plan. Terrorism is rampant in the world today.
