Who is Richard Speck from Whoever Fights Monsters and what is their importance?

Richard Speck wasn't so much a serial killer, as he was a violent, anti-social character. He didn't kill because of deranged fantasies like many of the killers, but rather because he got a kick out of it. He victims were often prostitutes that he would target after a bar fight.
