Who is charged with the murders of Nancy and Carl's children in the novel, Where Are the Children?

Nancy is accused and charged with murdering her children, and at the trial Carl seems to confirm the suspicion. Nancy is acquitted for lack of sufficient evidence — although the police remain convinced of her guilt — and Carl commits suicide apparently unable to bear the grief of his loss.
