What does Sadie see "falling" in her visions in the novel, When the English Fall?

Sadie sees angels falling in her visions, which correlate directly to the lights that fall from the sky during the solar storm. These lights are never fully explained, but Jacob tells Joseph Fisher that he does not believe they were actually angels, because they were not alive. These angels/lights destroy the technology and infrastructure of the English world.
