How does Jacob assist Doug in the novel, When the English Fall?

Jacob meets Doug walking on the road towards the end of the novel, when things among the English are much worse. Doug is wearing clothes that used to be nice and expensive, but are now ragged. He is starving, and Jacob gives him some food for him to take back to his girlfriend. Later, Jacob finds Doug's body hung from a tree with a sign that says "THEIF."
