Why does Rose spend a significant amount of time in Davis, California in the novel, We Are All Completely Beside Ourselves?

Rose spends the majority of the time in Davis hoping to run into her lost brother, Lowell. She primarily spends her time at her college and apartments, but once she does run into Lowell she explores more of the town. She also frequents different bars and restaurants when she’s with Harlow.
