Why does Bernie hang out at the newspaper stand in the novel, Watchmen?

Bernie hangs out around the newspaper stand because he likes to preview comic books before he buys them. He reads them in their entirety, while sitting against a fire hydrant, and then decides they are not suitable for purchase.
