Who is Art Streck from Watchers and what is their importance?

Art Streck is a television repair man. He is called to Nora's house to do a repair and becomes obsessed with her while there. Nora thwarts his advances, but that doesn't stop Streck from returning to her home with the intent of raping her. Einstein alerts Travis, and they save the day.
