Why did Washington rarely include Vice President, John Adams in his cabinet as noted in the biography, Washington: A Life?

Adams took his role as leader of the Congress seriously and Washington saw the legislative and executive arms of the government as two separate entities, therefore he rarely included Adams as a part of his cabinet.
