The narrator of the short story, Another Proclamation, recounts how, in addition Abraham Lincoln’s Emancipation Proclamation, Lincoln issued a proclamation a year earlier condemning thirty-eight Indians to death. At the last moment, the narrator notes, one Indian was spared, but was forced to live with survivor’s guilt and the tragedy that so many others died.
