Why do the soldiers apologize for killing the cow when Lucy confronts them in the novel, War Comes to Willy Freeman?

The two soldiers say that they've been ordered not to damage property owned by blacks, but hadn't realized that the cow belonged to a black family. They apologize and offer to leave the meat, but Lucy is furious and tells them to take it.
