Who is Joseph from Waiting for the Rain and what is their importance?

Joseph and Tengo are cousins and close friends. Over the course of the novel, Tengo becomes suspicious of his cousin's activities, noting his strange hours and odd behavior. We later learn that Joseph is recruiting for the African National Congress, a group that organizes protests against apartheid in South Africa.
