What is Operation Wild Rose in the novel, Vixen 03?

Operation Wild Rose is a secret military plan to gather a small group of soldiers to pretend to be members of AAR and attack a large city within a neutral country with a battleship and sixteen inch guns in order to goad the government of the neutral country to join South Africa in their fight against the AAR.
