Who is Brock Vond from Vineland and what is their importance?

Brock Vond is an individual is a federal prosecutor with a semi-secret program that aims to educate liberal activists to live in a conservative society. Vond is motivated by a need to control others and is infuriated when he loses possession of Frenesi. He seeks revenge on her by going after her daughter, Prairie, but is thwarted when the funding for his program is suddenly cut just as he is about to abduct her. Infuriated, he steals a government helicopter and apparently crashes into a hillside and dies.
