The Mayor is the central character in the book's primary sub-plot. He is never identified by name in narration, but is widely and generally understood to be based on former New York Mayor and billionaire businessman Michael Bloomberg. The Mayor is portrayed as ambitious and powerful, with a veneer of well-intentioned concern but ultimately as self-interested and financially acquisitive as the other businessmen who, according to the narrative, run the City.
