Who is Oswald Denny from Venetia and what is their importance?

Oswald Denny is one of Venetia's many suitors. Over the course of the novel, Oswald's fascination with Venetia becomes completely unrealistic. His obsession doesn't end until he manages to publicly humiliate himself.
