Why does Wendy feel disconnected from the Canadian state in the novel, VenCo?

Wendy is originally from the Cape Croker First Nation in Ontario, Canada. Though, as Wendy notes to Lucky, she is "not Canadian exactly...Anishnaabe, so more pre-Canada and post-Canada" (108). As an Indigenous woman, Wendy does not feel connected to the Canadian state, as her identity precedes its existence.
