Why is Valencia's mother upset with her in the novel, Valencia and Valentine?

When Valencia's mother asks Valencia to visit her grandmother, Valencia refuses because she would have to travel. When Valencia’s grandmother dies, Valencia’s mother is especially upset that Valencia had not visited her.
