Who is the antagonist in the novel, Underground Airlines?

Cook is an African American police officer who claims, initially, to be working as part of the American Airways movements. He is later revealed to be a double-agent working with the U.S. Marshals Service and an escaped slave. Officer Cook is the novel's antagonist.
