What can we infer is the reason Victor chooses not to carry a gun in the novel, Underground Airlines?

While members of the Underground Airways, various police officers and border guards, and other Marshals carry guns, Victor avoids doing so, thus we can infer that Victor is not as willing to commit an act of violence as he claims to. We can infer that he respects human life.
