What are "The Hard Four" in the novel, Underground Airlines?

The Hard Four are the four states in which slavery is still legal: Louisiana, Mississippi, Alabama and “Carolina” (the unified states of North and South Carolina). In these heavily guarded states, slavery and racial discrimination are openly practiced, though the true horrors of slavery are kept hidden from public view.
